Publishing Romania » Application

The PUBLISHING ROMANIA financing programme was introduced in 2007 to support publishing projects aimed at promoting Romanian culture abroad. The programme falls under two sections, each having specific project-selection objectives and criteria.


Section 1. Publishing albums and books devoted to Romanian culture and civilization

The programme offers foreign publishers financial support for publishing albums and books showcasing Romanian culture with a view to stimulating their interest for representative Romanian cultural topics.

General eligibility terms

Financial support may be applied for by foreign publishers and cultural institutions intending to publish albums and books on Romanian cultural topics in the following fields: the history of thought and philosophy, the history of arts and culture, literary history, cultural heritage, linguistics, monographs on Romanian authors.

Eligible costs
Financial support may cover up to 75% of the total amount comprising the fees due to copyright owners and translators and the related production costs (layout, graphic design, cover design, proofreading, paper, printing, etc.). However, the total amount granted will not exceed 20 000 EUR/proposal for albums or 10 000 EUR/proposal for books.

In order to qualify for financial support, a proposal should score at least 70 out of a total of 100 points subsequent to evaluation.

The amount of the financial support to be granted will be determined in relation to the budget submitted by the applicant providing details for all cost types.

Payment procedures

Costs reimbursement will be carried out in one step, subsequent to the Romanian Cultural Institute receiving from the publisher the following documents:
• a number of copies from the published work, in accordance with the financial support contract. A statement to the effect that financial support has been granted by the Romanian Cultural Institute should feature copyright page. To this purpose, the publisher shall refer to the ICR visual identity manual/logo, available at www.cennac.ro;
• invoices, banking documents (statements of account) or receipts attesting payment within the contract validity period.

The Romanian Cultural Institute will not reimburse publishers for any payments made either prior to concluding the contract with the Romanian Cultural Institute or after the agreed publication date of the book, as mentioned in the contract.

PUBLISHING ROMANIA will not finance:
• print runs under 1000 copies;
• publishers applying for financial support in order to publish the same book in separate volumes translated into different languages;
• second editions of books previously granted financial support by ICR;
• publishers not complying with the conditions listed under the heading “General eligibility terms”;
• institutional costs including administrative costs, payments to the budget deficit account, salaries, current payments of the publisher;
• politically or religiously militant books;
• books fostering sexual, racial and ideological discrimination liable to infringe on human rights policies.

Financial support will be granted on an evaluation and selection basis and taking into consideration:

• the quality of the publisher (national and international visibility, experience) – 25 points;
• topicality of the theme/subject – 25 points;
• the distribution plan and the promotion strategy – 25 points;
• the amount requested as financial support in relation to the total budget necessary for publishing the book – 25 points.

Application deadlines:

Submissions for the spring session should be sent between 7th March – 25th April (postal date).
Submissions for the autumn session should be sent between 1st September – 20th October (postal date).

The application should contain:
• the form requesting financial support;
• copies of the copyright contracts concluded for the text, images, etc. in English or Romanian;
• certificate for tax-code registration, translated into Romanian or English by a registered translator;
• tax clearance certificate, translated into Romanian or English by a registered translator;
• presentations of the authors working on the publishing project, in Romanian or English;
• a copy of a recently published album or book, as well as the publisher’s catalogue.

IMPORTANT NOTICE: Applications sent by fax or e-mail will not be taken into consideration. Incomplete applications or applications submitted after the deadline will not be considered for evaluation.

Final terms:

Financial support will be granted by the PUBLISHING ROMANIA commission of experts based on the submission of a complete application. The decision of the jury opens the subvention only subsequent to the approval of the ICR Board of Directors. Subventions will be granted on condition that the applicant accepts the contract terms, including the statement to the effect that financial support has been granted by the Romanian Cultural Institute featuring on the verso of the title page.


Section 2. Publishing supplements, thematic issues or journals of studies on Romanian culture and civilization


A programme granting financial support for the publication of supplements, thematic issues or journals of studies on Romanian culture and civilization aimed at stimulating the interest of foreign publications for Romanian culture.

General eligibility terms

Financial support may be applied for by cultural and art magazines, as well as by Romanian studies journals from abroad appearing in foreign languages.

Eligible costs
Financial support may cover up to 75% of the total amount comprising the fees due to copyright owners and translators and the related production costs (layout, graphic design, cover, proofreading, paper, printing, etc.). However, the total amount granted will not exceed 8 000 EUR.

In order to qualify for financial support, a proposal should score at least 70 out of a total of 100 points subsequent to evaluation.

The amount of the financial support to be granted will be determined in relation to the budget submitted by the applicant providing details for all cost types.

Payment procedures

Costs reimbursement will be carried out in one step, subsequent to the Romanian Cultural Institute receiving from the publisher the following documents:
• a number of copies from the published work, in accordance with the financial support contract. A statement to the effect that financial support has been granted by the Romanian Cultural Institute should feature on the verso of the title page. To this purpose, the publisher shall refer to the ICR visual identity manual/logo, available at www.cennac.ro;
• invoices, documents issued by the bank (statement of account) or receipts attesting payment within the contract validity period.

The Romanian Cultural Institute will not reimburse publishers for any payments made either prior to concluding the contract with the Romanian Cultural Institute or after the agreed publication date of the book as mentioned in the contract.

PUBLISHING ROMANIA will not grant financial support in the following situations:
• supplements or special issues not complying with the conditions listed under the heading “General eligibility terms”
• institutional costs including administrative costs, payments to the budget deficit account, salaries, current payments of the publisher;
• politically or religiously militant publications;
• publications fostering sexual, racial and ideological discrimination liable to infringe on human rights policies.

Financial support will be granted on an evaluation and selection basis and will take into consideration:

• the quality of the publication (national and international visibility and prestige, experience, editorial coherence and pertinence) – 25 points;
• the relevance of the contents of the special issue/supplement in what concerns the international promotion of Romanian culture (quality of selected topic/subject, quality of contents, relevance of featured authors) – 25 points;
• the distribution plan and the promotion strategy – 25 points;
• the amount requested as financial support in relation to the total budget necessary for publishing the book – 25 points.

Application deadlines:
Submissions for the spring session should be sent in the interval 7th March – 25th April (postal date).
Submissions for the autumn session should be sent in the interval 1st September – 20th October (post date).

The application should contain:

• the form requesting financial support;
• copies of the copyright contracts concluded for the text, images, etc. in English or Romanian;
• certificate for tax-code registration translated into Romanian or English by a registered translator;
• tax clearance certificate translated into Romanian or English by a registered translator;
• presentations of the authors or the team working on the publishing project, in Romanian or English;
• a CV of the editor-in-chief;
• a list of topics for the special issues/supplements;
• copies of the latest two issues of the publication.
